The Attorney General Real Estate Finance Bureau is responsible for reviewing and approving condominium conversion plans and enforcing the governing laws, known as The Martin Act (NY Gen Business Law 23-A). The section that covers condo conversions in NYC is 352eeee. Other regulations governing conversion of occupied residential property to condominium are found in Part 23 of Title 13 NYCRR Regulations (unofficial NYCRR here).
